The Explorers are a villainous organization led by Gibeon, and the former main antagonists of Pokémon Horizons: The Series, replacing Team Rocket from the Ash Ketchum-era of Pokémon the Series. Initially, the Explorers were just a small group of adventurers formed only by Lucius, Gibeon, and Rystal, which over time became a huge and powerful organization with greater interests. Their goal is to reach Laqua and obtain the Laquium found there for its powers beyond human comprehension. To reach it, they've pursued Terapagos and the Six Heroes (specially Rayquaza). Their actions led them to become enemies with the Rising Volt Tacklers.

After Gibeon passed away in HZ089, Spinel took his place as the leader of the Explorers by force, using the positive reputation of Exceed in order to blame the Rising Volt Tacklers for his crimes instead while propping up the Explorers as a heroic organization. Under the new leadership, the organization's goal changed, now aiming to secretly control the world. However, after Spinel was exposed for his crimes in HZ136, Cervantis took leadership of the group.
